Al Qaeda is still plotting and planning, and an increasing number of recent incidents attributed to naturalized citizens, legal residents, and native-born Americans suggests that, like Europe, the United States is now plagued by “homegrown terrorism.” And, while officials believe that the risk of a catastrophic attack is still relatively low, they believe that the risk of smaller scale attacks, especially on “soft targets,” is higher than it has been at any time since 9/11.
