Transnational Aspects of Russian Organized Crime

Unlike other international criminal organizations (Yakuza, Chinese triads or Cosa Nostra), Russian criminal groups do not have a rigid control structure. They act opportunistically, i.e. exploit all available opportunities for making money.

Russian organized crime is flexible, networked and entrepreneurial. Individuals take on multiple identities and roles. The first group of Russian criminals targeted by US Executive Order no. 13581 is illustrative of this.
